You can get new clips at the Dorman section in Autozone.

I would replace all the clips. Also pull the lock mechanism and clean really well with WD and a light coat of lithium grease.

If its a factory option then it is probably made from 1/8" steel or .188. Only real structure would be from the frame horns to each other for a trailer hitch and rated at 350 lbs. tongue weight.
