That actuator can be forgotten because it sits low and is almost against the firewall and you can't see the "butterflies" or intake runners. But that little tab can tell you the story...

When reinstalling that exhaust manifold. Don't fully tighten up all or any of the nuts before getting everything fitted up. Once everything is in place loosely....

For the matte finish and corrosion protection/longevity. Clear coat the rims to keep it from being further exposed to the air.
