Default Chipping Paint

Iím fixing up the paint on my Ď94 hardbody. The previous owner repainted it, so thereís a pretty thick layer on. This issue is that itís chipping like crazy. I tried sanding around the chipped parts, but itís still obvious that thereís different layers.
Would I have to strip down all the paint to get rid of this?

you have to "feather" it out, depending on thickness fixing a 1 inch area could get to be 6 inch area real easy... block the area, prime, block it etc
