For starters, what year is your truck and have you made any changes to the wiring such as a dash swap or steering column or anything like that?

Do your turn signals work?

Did you check the fuse?

I had a similar problem back when I got my '89 HB a couple years ago. I forget if it was the turn signals or the hazards that didn't work. Either way the problem was with the contacts in the hazard switch. They gunk up over the years. A meter will read continuity but the gunk won't let any current flow. Solution : hit the switch like 50-100 times. It'll work the gunk off the contacts. Not sure if this is the solution to your problem but it was the solution to mine. Good luck.
