I think the rear bumper is more to protect the owner. If you get a minor 5mph tap with no bumper, that would tear up a lot. If you have a bumper, you just replace the bumper.

got this roll pan from ebay, did not fit the best, but looks ok. It is fiberglass, and I am not a body guy at all, so I just painted it and slapped it on with some self tappers.

This question was asked months ago so for a late opinion here is mine. From my memory (dangerous statement) if you could purchase the vehicle without a bumper it is legal to not have a bumper. Many of these smaller trucks did not come with a bumper in the late 80's early 90's. Some states like CA might have required them so it could vary by your location.

If you get Rear Ended in a collision with someone who does not have insurance and you have Uninsured Motorist coverage and do not have a rear bumper, your claim will most likely be denied.

That's a lot of "ifs", though.
