Default Wheel offset

Can anyone tell me why a positive 20 rim in 17x8.5" is differnt to a positive 20 rim in 20x8.5" in regards to the offset distance trying to find a new set of rims

Dont believe it should be? If they are both like +25 they should be the same.

Same width, same offset... Unless there's something that I don't know there isn't a difference?
