Yeah, spring under up front is pointless.
Personally I went shackle under frame but my lift is huge, and yes moving the axle forward is to keep your tires away from the rocker panels.
If you're looking for a decent cheap kit check out Bonney Motorsports on facebook, he sells a great SAS kit, just the front and rear leaf hangers and some gussets so you can locate your axle perfectly.
Sounds to me like you need through frame and your stock rears/ XJ rears if you wanna keep the height down
