Default steering wheel issues

anyone got any idea on how the center part of the steering wheel on a 95 snaps back in ? I got my wheel bolted up and I cant get this piece back in or the horn to work

There should be 4 sets of metal tangs on the back of the horn pad. Match those up with the 4 square holes on the wheel. Press firmly. There is also a set screw on the bottom that needs to be installed.

i cant seem to get the metal tabs to lock into each other

Figured out the issue. At some point in storage or transport it got bent so i bent it out and it snapped right in ( sorry my work comp system uses all caps )
