We need Deerhurst in here. His truck has those older pre-ODB codes like yours.
  • 21 = Ignition Signal Same as Code 21 in ODB.
  • 23 = Neutral & Clutch/Inhibitor Switch Those fail often. You could just bypass around it or go buy a replacement
  • 31 = Load Switch / ECU (ECCS Control Unit) Same as Code 31 in ODB

For the ones that are the same as ODB, go to the Free Service Manuals in my signature below, download the d21_truck_1989.pdf, and go to the EF & EC section.

The truck is basically the same as the 1989 version; changes were largely to the code mapping to make it 100% ODB.
  • Ignition Signal is covered on EF & EC-100 (make sure you don't have blown fusible links, shown in the diagram)
  • Neutral/Clutch/Inhibitor Switch: EF & EC-128 (make sure you don't have blown fusible links, shown in the diagram)
  • Engine Control Unit (ECU): EF & EC-102
  • Load Signal: EF & EC-130 (make sure you don't have blown fusible links, shown in the diagram)
