Check fuse #20, it’s for the obd connector. I’d think something is wrong with the obd reader or maybe the fuse is blown and it’s not getting power. You have to check it through the obd port on a 97

You should always replace the water pump on the VG when you do the timing belt. The belt has to come off to replace the pump so you don’t want to go back in there in 6 months to replace the pump.
