That's the charcoal canister. It is a reservoir for vapors from the fuel tank. It opens up and let's the motor suck in vapors from time to time.

Did you try blowing through the PCV and making sure it sealed? The little block inside it should move pretty easily.

The PCV is on the breather from the valve cover. It'll thread into the intake plenum. If you have enough unmetered air itll have issues.
