If ur starter is confirmed good, then it's just fuel, air and spark. Ur alternator can do funny things too, but it's usually bucking type stuff.

Regarding tinting, I used to be one, and u don't need to remove the glass. In fact our trucks are way easy to tint. A new merc gl class is a true pain in the arse and requires a very good tinter.
