Im sorry if this is a dumb question. Why is it called "torsion bag bracket?" Is it something you mount on your torsion bar and move that to make your truck go up and down? Ive heard the term 'bags on torsion. Does this mean the same thing?

It is the style of bracket you use on torsion bar trucks. You would remove the torsion bars and use these brackets to mount the bag on the lower control arm.
