I had some that were similar. I got them on ebay for about the same price.

The blue lights are "city lights" which are a ricer/euro thing. You give them power, they glow somewhat dimly.

i think its a pre-drilled like hole for a stobe light, or maybe a low beam and the bigger blue xenons are the highs

oh really, i thought these were a little different, i remember someone posting on that thread that they had some and they ended up melting

my headlights look like those. the blue city light is in a diff place, not that it really matters, but i got mine off ebay about 4 years ago.
